49. This portion of the text was written prior to the return of Jean-Bertrand Aristide to the presidency of Haiti. After his return in October 1995, elections were held but the progress of women in the KASEKS was minimal. Much remains to be accomplished at this level. Although a government ministry for the status of women has been created, its existence has been contested and its budget is small.
