The sample of 200 was allocated across the two strata in a way that would achieve the optimal combination of sub-sample sizes in terms of minimising the final combined standard error. The sample deviates from a 100/100 division because the rate of emigration is expected to be far higher in the group with unknown addresses than in the group with known addresses in South Africa, and because the weights of the two strata when pooled are highly unequal.

The Faculty's merit-based admissions policy has resulted in the admission of more women than men, of more blacks, coloureds (mixed race) and Indians than whites, and in larger classes. In addition non-academic attributes account for a significant proportion of the assessment of each applicant. These changes are likely to have affected emigration rates.

It is worth noting that the problem of medical emigration has plagued sub-Saharan Africa for decades. Approximately 400 Nigerian medical graduates were thought to be emigrating annually, based on 1988 figures (Ojo K.O., ref. 5). Clearly, black African graduates across the continent are in no way protected from the factors driving medical migration.
