Samara is a donor region in the conventional sense in which, in 1994-97, only around 10-12 out of 89 federal subjects were commonly reckoned to be donors: they received no transfers from the Federal Fund for the Support of the Regions. Aleksei Lavrov, Mify i rify Rossiiskogo Gyitdzhelnogo federalizma (Moscow, 1997), has argued that the classification of regions into a few donors and many (not) recipients is somewhat arbitrary, being highly sensitive to change in statistical definition of the transfer in both directions. It would seem, however, that Samara is on any measure a region with an unusually strong fiscal base.

The results discussed here come from surveys conducted in Samara and Otradny by the Sociology Laboratory of the Samara State Pedagogical University (SGPU) and the Institute for Comparative Analysis of Labour Relations (ISITO). The data come from the archive of the SGPU Sociology Laboratory. The data are stored and analysed using SPSS. The surveys were conducted by formal (not open-ended) interviesvs with respondents selected randomly from the electoral lists (and therefore all over 18). Sampling error is ±5%. The data come from the following surveys for Samara city: 1989 survey on reactions to the first Congress of People's Deputies (1030 respondents); 1990 survey on attitudes to various political issues (1250 respondents); 1993 survey of opinions about the city administration (1050 respondents); 1994 survey about national and city issues (800 respondents); 1996 repeat of the 1994 survey. For Otradny there is a 1994 survey of 800 respondents, selected in the same way as for Samara city, covering issues of state and local policy and pre-election political preferences and a 1996 repeat of that survey. We are grateful to the (Samara) Fund for Social Research, and in particular to its President, Vladimir Zvonovsky, for providing some missing data.

The accusations of wrong-doing were levelled at G. Yu. Shatsky, the chairman of the regional executive committee of the DVR. The charges were made in an article by Ya. Maklovsky, 'Money that Smells of ... Chloroform', in Moya gaieta, 14 January 1995. They were based on papers of the local branch of the Federal Tax Police, purporting to trace money misappropriated from the regional medical insurance fund, along a paper trail that led to the DVR regional chairman.
