1. The Protocol was formally adopted at the COP-3 Closing Plenary chaired by Mr. Hiroshi Okhi, Minister of Japan's Environment Agency, by consensus. COP-3 had agreed to establish a Committee of the Whole (COW), chaired by Ambassador Estrada, which was charged with the actual negotiations. It was the COW which undertook the marathon final negotiating round which concluded with delegates agreeing unanimously to recommend the adoption of the Protocol by COP-3.
2. The IPCC was set up in 1988 by UNEP and WMO. Its 1990 Report lays the scientific basis for the negotiation of the Convention. The website of the UNFCCC Secretariat (www.unfccc.de) provides an excellent source of materials giving the scientific background to the Convention as well as all the official documentation referred to in this article.
