    • The Protocol was formally adopted at the COP-3 Closing Plenary chaired by Mr. Hiroshi Okhi, Minister of Japan's Environment Agency, by consensus. COP-3 had agreed to establish a Committee of the Whole (COW), chaired by Ambassador Estrada, which was charged with the actual negotiations. It was the COW which undertook the marathon final negotiating round which concluded with delegates agreeing unanimously to recommend the adoption of the Protocol by COP-3.
