The questionnaire aimed to identify both the sources of new ideas and new knowledge for enterprises and the location of these sources (inside region, in own or foreign country, in Europe or elsewhere). Data were also collected on the internal organization with regard to innovation. The questionnaire was developed in co-operation with research partners from Germany (Fraunhofer Institute for Systems Technology and Innovation Research - FhG-ISI) and Belgium (University of Namur) and was based on earlier research on technology-networking by ISI as well as on the Eurostat Innovation Survey. The complete questionnaire is reproduced in Corvers et al. [14].

In some sectors, e.g. in printing and publishing, modern technology has become available for small scale as well as large scale use; in others, e.g. in paper manufacturing, technology cannot be scaled down so easily and therefore has become a prime factor behind growing scale and high financial requirements.

The 1994 European Observatory for SMEs points to three key success factors for innovation in SMEs. These are: (1) enterprises must have a clear commercial strategy and must adapt innovation projects to their strategy, size and capability; (2) enterprises must develop clear and precise business plans for innovations; (3) enterprises, especially the smallest ones, must cooperate, if possible in a transnational partnership [15].
