In the case of NDPB and PNP these rates may correspond to the "twist" around the single bond between nitrophenyl (electron acceptor) and pyrazoline group (electron donor). In the case of AO the rotation of dimethylamino group (electron donor) with respect to the phenyl rings may create nonradiative CT state.
