Cernea (Oxford, UK: Oxford University Press, 1991) - is a later printing of a 1985 article that had a major impact on the introduction of community participation techniques in developing countries by major international donor agencies. The development literature is now brimming with academic articles and practitioner manuals on participatory development too numerous to list here. Some recent critics, however, have raised concerns that this focus on participation and consulting the consumer in the local economic development process is in danger of overpowering critical institutional and technical concerns on the supply side. An interesting contribution to the literature that examines such concerns is J. Tendler, Good Government in the Tropics (Baltimore, MD: Johns Hopkins University Press, 1997).
