The agents involved in town planning are: the politicians who control the public bodies carrying out planning functions; planners, the professionals who execute the policies and decisions of the politicians; and market agents who include residents, landowners, building firms, property developers and financial institutions. The effects of planning can be defined, therefore, as the effects of politicians and planners vis a vis market agents in the formulation and implementation of land use plans and policies.
