One of the strongest criticisms of the main thesis of The Civic Culture is made by B. Barry and C. Of course, some of these criticisms, for example, Pateman's and Muller and Seligson's, were not available to Min Qi and his collaborators when they conducted the survey. Despite their uneven knowledge of the western learning, the elitist democrats were right, I believe, in asserting that the successful performance of democratic institutions depends upon its cultural surround.
