    • If $9.6 billion in net lottery revenue was generated in 1993 and 58% of that was used to benefit schools, this is a contribution of $5.6 billion, or 2% of the $236 billion in total national elementary and secondary expenditures that year. However, the actual contribution was presumably less because some share of the $5.6 billion went to higher education.

    • Other methods for distributing funds can be according to teacher units, special populations, excess or mandated costs, or weightings of pupils according to a variety of factors determined by the state. Despite considerable academic research on the subject, a system for funding education through an index of need or educational costs is not fully developed and is not in place at this time. This topic is of substantial potential importance as states consider revising their school finance systems.
