    • Beginning in 1990, states were required to offer AFDC benefits to children in two-parent families if the main breadwinner was unemployed but had a work history. Earlier, such benefits were a state option. In 1992, 322,000 of the 4,769,000 families receiving AFDC were served under the "unemployed parent" provision of the program.     • The law stipulates that a household which includes an adult who has received assistance through federal Temporary Assistance for Needy Families (TANF) funds for more than 60 months cannot receive additional federally funded benefits. Children who qualify for assistance and live in households in which the adults have not exhausted their welfare eligibility (children in foster care homes, for example) remain eligible for assistance without a time limit.
