The authors have taken some licence in their use the term post-modernism. According to the Fontana Dictionary of Modern Thought, "post-modernism is an increasingly familiar if still controversial term for defining or suggesting the overall character or direction of experimental tendencies in Western arts, architecture, etc. since the 1940s or 1950s and particularly more recent developments associated with post-industrial society" (Bulloch A., Stallybrass O. and Trembly S., Fontana Dictionary of Modern Thought 2nd Edition, London, 1986). In this paper the authors use the term post-modernism to suggest new and experimental directions in management thinking, and of course especially management thinking as it applies to information systems development. It should be noted that the authors do not equate post-modernism with post industrial. Post industrial refers to a completely different dimension of change experienced by society.

Strategic information systems may be traced back to the 1970s when organisations such as American Airlines and American Hospital Supplies reported that significant competitive advantages had been obtained from their technology. However it is correct to say that the incidence of strategic information systems delivering a true competitive advantage are still relatively rare.

In discussions with focus groups it is clear that systems ownership is a major cause of concern in many organisations. Line managers and eventual users sometimes try to off-load their responsibility onto the information systems department. Sometimes line mangers do not attend scheduled meetings to discuss requirements, or they send very junior staff who cannot make an adequate contribution to the information systems requirement discussion.
