Taken on a national basis, the Canadian reduction was actually about 35 percent, and even that was based on some generous assumptions about the 1980 base case. While the Canadians argued that the Western Canadian emissions were of little consequence, the Europeans pressed for "national" targets. Eventually, the Canadians relented and the 30 percent figure was agreed upon.
