The remarkable success of the entrant may be explained by the high service prices and a small number of users. According to a comparative study of the standard tariff by KT Research Center (1992), the international service prices were two to four times as expensive as those of the US, Japan and UK. These high prices probably resulted in a high price elasticity. In 1992, only 5% of subscribers used international telephone services, and their average annual expenditure was about US$380. Hence, the 5% savings would be very attractive to the international phone callers, the heavy users.

We use the term 'operational efficiency' as a simple form of productivity. We measure it using two indicators; traffic volume per employees and traffic volume per trunk. The former reflects the operational efficiency in labor, whereas the later reflects the operational efficiency in facility utilization.
