A preferendum is an 'indicative referendum'; people are permitted to list various constitutional options in order of preference. See the interesting discussion in Boyle and Hadden, Northern Ireland, pp.223-6. Preferenda might be a way of involving the population in the settlement of the conflict and allowing politicians to see how far they can compromise on a constitutional settlement.
