    • This article is based on an extensive series of interviews with central Europeans and independent foundation officials from North America and western Europe, as well as on a review of the documentation concerning these programs produced by the foundations themselves.

    • Although exact figures are difficult to come by, given the considerable overlap between programs and the lack of a uniform definition of democracy promotion, this figure is a conservative estimate. Information from a number of major funders for some of the years covered in this paper is unavailable. This estimate is based, in part, on Krzysztof J. Ners and Ingrid T. Buxell, Assistance to Transition Survey 1995 (New York: Institute for EastWest Studies, 1995), annex 3, pp. 109-10, and in part on information compiled from other independent foundations, especially those in the United States and Germany.
