For the purposes of this article, the term "agency" refers to the highest level of a Federal organization, for example, the Department of Agriculture, which contains several components that others may call agencies, such as the Farmers Home Administration. Consistent with the PRA and the Brooks Act, military services within the Department of Defense and the Office of the Secretary of Defense are considered agencies.

The universe of potential agencies responding to the data call included Federal agencies subject to OMB's policy and budget control. These agencies incl uded Executive Branch agencies and independent regulatory agencies listed in the PRA and the Brooks Act. Using FY 1991 data, 48 reported data in response to section 43 of OMB Circular No. A-11 and were subject to OMB's PRA and Brooks Act oversight. To devote attention to those agencies that managed most of the Federal government's IT resources, OMB sent the data call to agencies that planned to obligate over $50 million in the President's FY 1991 budget. The remaining 23 accounted for $20 billion of the $20.5 billion (97.6%) in IT spending requested by those 48 agencies in the President's FY 1991 budget.
