24. In analyzing the documents, I did not count words or phrases as in a strict content analysis, but examined whether the intention of the document was to advocate a particular policy. As such, my method is somewhat more interpretive than is strict content analysis.
25. In total, I received 146 separate pieces of information in response to my request, including 17 documents from South Carolina and 14 from Nebraska. However, since much of the additional information I received from states was redundant, the actual analysis is based on a more limited number of sources.
26. In "Do the American States Do Industrial Policy," pp. 21-23, Eisinger argues that the idea of a public-private partnership can apply to both supply-side or demand-side approaches, although a true partnership is more consistent with demand-side conceptions.
