    • The use of techniques was measured in a slightly different manner in the two surveys. The 1990 survey simply listed the techniques and asked respondents whether they had employed each technique at any time over the past five years. Responses were thus dichotomous - yes or no. To improve on the methodology and ascertain intensity of use of techniques, the 1994 survey listed the various incentives and asked respondents to indicate level of use from "not at all" to "very high," creating a five-point scale. The best procedure for comparison here would be to consider the answers at face value and not impute any particular substantive meaning apart from the actual responses. Thus data from the 1994 survey were recoded into two categories: "not at all" corresponds to a "no" response from 1990, and all other categories (little use, moderate use, high use, and very high use) are considered a "yes" response.

    • The development of export markets for local goods was explicitly mentioned by Eisinger as a demand-side policy, as was the formation of business incubators. The related activity of property management places the city in the position of entrepreneur, providing locations for fledgling firms. Although Eisinger classifies training as a supply-side technique, this is true only if efforts are directed at the narrow needs of one firm considering relocation. When general training and education result in a more highly skilled workforce, start-up of new enterprise is facilitated. In this case, training more closely fits the demand-side model.
