    • The Last Trek? Afrikaners in the Transition to Democracy in South Africa
    • Giliomee argued that the reasons for this change of policy include: the capacity of blacks to resist apartheid grew in proportion to their increases in numbers, skills and power; the new de Klerk administration had neither the resources nor the will to persevere with either corruption or repression in the face of continuous resistance; economic stagnation made it imperative to find a solution to the political situation; and the collapse of the Soviet Union, the ANC's major backer. • B. de Villiers (ed.). (Cape Town: Juta)
    • Leonardy raises four objections to the Constitution from a federal point of view; namely, no explicit provision is made for exclusive provincial powers; no clarification is given as to the allocation of residual powers; there is uncertainty with which provincial powers are defined and there is an absence of political and judicial mechanisms to define the borderlines in case of conflict. • Major criticisms include the fact that the Interim Measures Act contained no accepting guiding principles on which new local government structures could be based, too many powers resided in the Provincial Administrators and the Act did not force local authorities to enter into negotiations.
