Giliomee argued that the reasons for this change of policy include: the capacity of blacks to resist apartheid grew in proportion to their increases in numbers, skills and power; the new de Klerk administration had neither the resources nor the will to persevere with either corruption or repression in the face of continuous resistance; economic stagnation made it imperative to find a solution to the political situation; and the collapse of the Soviet Union, the ANC's major backer.
