In the Chinese system of settlement administration, designated towns (zhen) constitute the lowest formal tier, and these normally include a significant area of farmland. The 15 000 or so zhen are the main foci of current rural industrialization but it extends also to the several tens of thousands of undesignated rural settlements. Throughout, we use the term "town" in a general way, to refer to a relatively small, near continuous, area of settlement.
