A summary version, written in early 1994, was that just as US-Indonesian relations appeared to be on a collision course, 'the administration went back to the drawing board. The result is a plan for a more balanced and coherent handling of US strategic, trade and human rights interests'. Thomas Hubbard, a State Department official who led that review, says the new policy is 'realistic and results oriented'.
