This defter mentions 37 sancaks (livas), some of which were Kurdish emirates, 'Diyarbekir Beylerbeyiliǧi'nin Ilk Idari Taksimati' (The First Administrative Division of the Diyarbakir Province) Tarih Dergisi (March 1969) vol. 23, pp. 23-35. However, Bruinessen cites an earlier document of 1518, which seems to be the earliest Ottoman register allowing us to theorize about Kurdish autonomy.
