5. Here, the word poor is used only in a relative sense and it is not equivalent to poverty. It is clear that even in the eastern region there are some poor areas. Since the central and the western regions are less developed than the eastern region, they are, in general, relatively poorer than the eastern region. It is in this comparative sense that the word poor is used in this paper.
