    • In this paper, we use urban land and nonagricultural land interchangeably. This is for the convenience that in China, urban land or land used for nonagricultural purposes is owned by the state. Only its use rights can be transferred. Agricultural land in China is owned by collective townships in the countryside.

    • Time limits for land use rights vary with land uses. Under the current law, they are 50 years for industrial use, 40 years for commercial use, and 70 years for residential use. See Temporary Regulations on State-Owned Urban Land Use Rights Conveyances and Transfers (Beijing: State Council, 1990).
