2. For instance, it may be considered desirable to issue specific legislation regarding interconnection due to the dependence in the medium term on the historic operator. In the long term, it is likely that networks will remain interdependent, but in a more balanced way, thus allowing regulation to play a less influential role on the negotiation procedure.
