2. No official count is kept by the UN of the use by a country of the veto. Unofficial counts and national counts vary considerably. This results in part from varying practices in counting vetoes when more than one permanent member casts a negative vote on a draft resolution. The United States and the United Kingdom frequently have both voted negatively on a resolution, sometimes also with France. As far as UN records are concerned, a resolution fails because of the negative vote of a permanent member regardless of how many permanent members vote no.
3. The Special Committee on the Charter of the UN and the Strengthening of the Organization, at the 1995 session, recommended that the General Assembly should express its intention to initiate, at the earliest appropriate future session, the procedure to amend the charter with a view to deleting the "enemy states" clauses.
