    • No official count is kept by the UN of the use by a country of the veto. Unofficial counts and national counts vary considerably. This results in part from varying practices in counting vetoes when more than one permanent member casts a negative vote on a draft resolution. The United States and the United Kingdom frequently have both voted negatively on a resolution, sometimes also with France. As far as UN records are concerned, a resolution fails because of the negative vote of a permanent member regardless of how many permanent members vote no.
