Official regulations as to tuberculin in Germany and Italy
An earlier directive of the Prussian Minister of the Interior of 1891 was concerned with the use of tuberculin in prisons only, where tuberculin "must in no case be used against the patient's will." See, Official regulations as to tuberculin in Germany and Italy. JAMA 1891; 16: 492.
Original in: Ministerial-Blatt für die gesamte innere Verwaltung in den Königlich Preußischen Staaten 52(2): 27 (28 Feb 1891). The Prussian regulation refers to nontherapeutic research only ("medical interventions other than diagnostic, healing, and immunization purposes"). However, the distinction between "therapeutic" and "nontherapeutic" research is not convincing and was repudiated by the (U.S.) National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research in 1978.
