A telephone conversation with Dr. Stoeckle clarified this statement as follows: In the case of a few highly drug-resistant strains of MDR-TB, the bacteria still show susceptibility to a few anti-TB medications, but in clinical use the drugs can simply be ineffective and the disease progresses unchecked.
