Trestle, "Medical Compliance as an Ideology," Social Science and Medicine 27 (1988): 1299-1308. This type of analysis likely applies to the events described in this article. That is, health officials' use of the pejorative term recalcitrant to describe alcoholics who disregarded treatment recommendations likely encouraged the adoption of a particularly coercive approach to this population.
