By establishing a cap on an individual's catch, ITQs may appear to create an additional incentive to maximize the value of the catch by discarding less valuable fish. In reality, however, ITQs may contribute little to the problem of high-grading. For instance, in the wreckfish ITQ system, high-grading was not a problem. An analysis of one North Pacific sablefish fishery indicated that the price differential between higher- and lower-quality fish may not have been large enough to justify the considerable costs of high-grading. Such costs include lost fishing time and increased time at sea.
