    • Mauldon J, Leibowitz A, Buchanan JL, Damberg C, McGuigan KA: Rationing or rationalizing children's medical care: comparison of a Medicaid HMO with fee-for-service care. Am J Public Health 1994, 84:899-904. This is one of the few randomized, controlled trials of MMC. It evaluates the use of services by Medicaid-eligible children assigned to an HMO with those who continued in the regular FFS Medicaid program. It was shown that the HMO did not reduce acute care visits indiscriminately but rather that this reduction was concentrated in those children who had no chronic health problems.
