5. The 1991 Official Census of the UK is of major historical importance. It was the first census to contain questions on ethnic origin since they began on a ten-yearly basis in 1851. The 1962 Commonwealth Immigration Act restricted entry but ratified the full citizenship status of all Commonwealth citizens as British citizens with full civic rights.
