The US embassy in Islamabad took an interest in IRC'S negotiations with Pakistan to get a work permit, checked up on the letter promised to IRC by Pakistan and sent a cable to the secretary of state to inform him about the situation. US embassy cable, Islamabad, 9 May 1980, no 05564. Another DOS cable states it did not foresee that the embassy in Islamabad would be asked to act as advocate for the Salvation Army in seeking Pakistan's authorisation, but appreciated the embassy's efforts in the matter, DOS cable, Washington DC, 26 November 1981, no 314787. The NWFP commissioner appeared unwilling to permit additional NGOS to work in NWFP, claiming there were enough already. Since the restrictions affected the Salvation Army, the US embassy pressed the issue with Pakistan. US embassy cable, Islamabad, 15 February 1982, no 02226
