    • The choice of [formula omitted] is arbitrary in that it effects only the magnitudes of the breakdown voltages, bringing them closer to experimental values without changing the essence of our argument. Further, this value of [formula omitted] which is greater than 0.5, can be justified by the presence of an external electric field which is directed to give a highly preferential emission in the forward direction of escape from the surface. The choice of [formula omitted] as being one-third the value of [formula omitted] is based on the fact that the experimental pressure dependence of bistable margin of ac plasma panels can be explained satis-factorily only by having about this magnitude of difference between the secondary emission coefficients of the atomic and molecular ions of neon (to be published).
