It should be pointed out here that the opening of special zones in other parts of the country did not lead to terminations of the earlier cooperative arrangements for two reasons. First, the four SEZs still had more liberal business environments. Second, most cooperative ventures had likely become accustomed to doing business in the zones and it was costly to relocate.
