At the time when the Royal National Park was established, there was no nation of Australia. After Federation of the separate colonies in 1901, State governments assumed responsibility for National Parks as they were progressively declared, and the fact that such parks were called 'national' suggests that the values inherent in these parks were seen to be more than simply of local, regional or even State significance
