One of General Huong's deputies, Le Minh Tran, spearheads Interior's work on the United States and heads the Ministry's A15 section. At the invitation of the Ford Foundation during this author's tenure directing its Vietnam programs, Tran joined an international relations research and training delegation to the United States in October 1995 that also included Le Mai.
