Chinese military actions during the last five years, particularly its initiatives in the South China Sea, are always justified by Beijing as acts of self-defense. Such claims are not easily discounted in the complex environment of offshore Asia. For background, see Chi-Kin Lo, China's Policy Towards Territorial Disputes: The Case of South China Sea Islands (London: Routledge, 1989), and Michael Leifer, "Chinese Economic Reform and Security Policy: The South China Sea Connection," Survival, 37:2, (Summer 1995), pp. 44-59.

note
-
According to Article 3, "The territory of the Republic of Korea shall consist of the Korean peninsula and its adjacent islands." On the other hand, Article 2 asserts, "Nationality in the Republic of Korea shall be prescribed by law." The tension between these two articles will almost certainly create a crisis situation if rapid reunification occurs.
