Ronald Scheman, The Inter-American Dilemma, New York: Praeger Publishers, 1988, p 179. Advocating for the regionalist side, Scheman arrives, however, at a similar conclusion. His propositions are: 1. The nature of the problem of ordering a global community is of such magnitude that the transition from our current form of nationalist behaviour to international cooperation cannot be made successfully through rigid, centralised approaches; 2. Regional arrangements within a global framework hold considerable potential to make the world development system work with sufficient flexibility and adaptability to satisfy widely divergent values and patterns of living.

Latin American countries prolifically signed several treaties in the 19th century alone. The Perpetual Confederation and Union Treaty of 1926, the Congress of Lima (1847-48), the Continental Treaty and the Washington Convention of 1865, the II Congress of Lima (1864-65), and the III Congress of Lima (1877-80) and Montevideo (1888-89). -
One formalistic obstacle for using the Bogota Pact is the provision in Article IV that no settlement procedure can be initiated without having terminated the ongoing procedure. Another is the requirement that all parties involved in the conflict agree to initiate a procedure.
