    • There are a number of explanations for this small difference, including the possibility that the Enron fixed-price offer is based on risk expectations that differ from the past, or that it is based on a price forecast at the low end of the forecast range or that Enron made a mistake. It is also possible that this offer is not viewed as riskless, in which case the estimated discount probably indicates an upper bound on the appropriate gas discount rate.

    • This rate, somewhat above the historic-based rate, is “safe” also because the demand for electricity may decline somewhat when gas prices are high, which makes this stream somewhat less risky (for ratepayers) than the historic beta analysis would suggest.
