    • To identify the population of CASA volunteers in the state, the evaluation team requested volunteer lists from each of 10 project directors. Lists received contained the names of 190 volunteers. For several reasons, the survey population did not include a significant number of volunteers from across the state. First, in one large urban county, the project director wished to preserve the anonymity of volunteers. Fifty questionnaires were sent to the director and were distributed by the director. This increased the survey population to 240 but precluded the possibility of follow-up contact for these 50 volunteers. Second, one program had only recently been organized, and no volunteers had yet been recruited. Third, project directors in some areas failed to respond to the evaluation team's requests for volunteer lists. The evaluation conducted a focus group with CASA volunteers in an urban location in order to supplement the CASA survey data.

    • The five sites were: Jefferson, Bracken, Pike, Kenton, and Todd Counties. One site consisted of two counties. The evaluation team initially selected Todd County, a rural county with a small caseload in the western portion of the state. During the course of data collection, the evaluation team learned that both judges maintained offices in Logan County, a neighboring county, which together with Todd County makes up the judicial district. Given the overlap, the evaluation team conducted interviews and focus groups with caseworkers in both counties.

    • Meaningful case-processing data could not be gathered from the Administrative Office of the Courts database for several reasons. First, the jurisdiction with the largest dependency, abuse, and neglect caseload used a document-imaging information system that is currently incompatible with the system used at the Frankfort-based Administrative Office of the Courts. Second, cases cannot be tracked within the Administrative Office of the Courts database because of the way the files are set up. For example, the number of days between filing of the initial abuse, neglect, or dependency petition and the termination of parental rights petition cannot be computed because these events occur in separate courts (district and circuit) and the cases are entered under different names (child and parent).

Patton signed an executive order that divided the Kentucky Cabinet for Human Resources into two cabinets: the Cabinet for Families and Children and the Cabinet for Health Services. The Cabinet for Families and Children is the primary state child welfare agency for operating social services for families and children. We collected the data for this study beginning Summer 1995 and ending Spring 1996. Throughout this period, research subjects continued to refer to this state's child welfare agency as the Cabinet for Human Resources, the Department for Social Services, or more simply as "CHR," "DSS," or "the Cabinet."
