Li≈4 cm for a 1 keV deuteron, much less than the local L. A local Maxwellian is hence justified. If Δ/L∼1, as when ions are intensely heated, the distribution can be calculated in principle by following the orbit and in the constant-of-motion space, as was done for the slowing down of fast ions [L. M. Hively, G. H. Miley, and J. A. Rome, Nucl. Fusion 11, 1431 (1981)].
