Assuming constant matrix elements even for the hot electrons seems reasonable, since even 10000 K amount only to 0.86 eV. Furthermore, only Franck-Condon transitions are involved

note

Note, the limitation of SHG to essentially the first atomic layer results from the breakdown of inversion symmetry, which is properly governed by the matrix elements. Hence, pulling out the matrix elements as constants in (5), the effect due to the breakdown of inversion symmetry must now be taken into account by performing the summation accordingly. In the case of a monolayer the breakdown of inversion symmetry results from the coupling to the substrate.

Interference effects may reduce the total SHG intensity compared with the calculated intensity due to selected transitions.

Note, the transition to a d-state as final state is highly improbable, but has not been explicitly excluded in the calculation
