A. J. P. Taylor was perhaps unusual in being explicit about what he was doing. In the preface to his English History 1914-1945 (Oxford, Oxford University Press, 1965), he made clear that by England he meant Great Britain (a term he did not like), even though he admitted this brought protests, 'especially from the Scotch'.

Surprisingly, the same point was repeated by the Conservative frontbench spokesman on constitutional issues, Michael Ancram, in a letter to The Times (17 March 1998, p. 19). He holds that an MP at Westminster representing a Scottish constituency after the Scottish parliament comes into existence will be 'a semi-mandated and part-time MP' and asks whether any such person could 'credibly be Prime Minister'.
