Whether the ansatz (5) gives the general solution or only a particular class of solutions of the Gauss law constraint is a difficult question in view of the complexity of the constraint equation (4). However, note that the boundary action (7) obtained with this ansatz is consistent with the action reduced from the chiral WZW action, and this ansatz is believed to give the general solution of the constraint equation (4).
