    • The use of the term devolution is misleading. The movement of federal authority and resources to the states and their localities is not a reversal of an evolutionary process. It is a process of partial decentralization of federal power. The various expressions of this process are new; they are not simply new forms of older policy. Moreover, the term implies a much greater loss of federal power than has occurred to date. At least one perspective is that the federal government has effectively transferred a great deal of the political and economic liability of past federal programs without giving up their strings.
