Guidelines or standards that are included in licenses will be viewed as "contractual standards", legally enforceable amongst the parties. In respect to these definitions mandatory standards can therefore apply to all water suppliers across a State or nation, whereas contractual standards are limited to agreeing parties and the regions they occupy.
