The straight line shown in Fig. 1 intersects the Tc axis at 7.4 K, considerably below the Tc of bulk Nb, 9.2 K. It is therefore reasonable to assume that the Tc of films cleaner than we have examined would lie above this straight line for small Rsquare.

There is no fundamental requirement that the exponent in B Tn be an integer. If this restriction is relaxed, then the average value of the optimum exponent for each of the seven samples is 3.3 with a standard deviation of 0.4. In the text we assume the exponent is exactly 3 to facilitate easy comparison with the available theory.
