It must, however, be noted that Rawls is not concerned with assessing freedom only, but primarily with the best social arrangements for justice, and Rawls's claim that the issue of primary goods serves this purpose well (in his Difference Principle) might be, quite possibly, sustainable (I don't discuss that claim here), even if it is agreed that indexing the holding of primary goods is not a good way of assessing freedom as such.
